Here is the (extremely complimentary) synopsis as taken from the PR:

Synopsis: Kurt Russell's central performance as Sgt Eldon Perry in Dark Blue is outstanding. Playing a committed but crooked cop who will stop at nothing to rid the streets of crime, he vividly brings to life the terror and chaos generated from the infamous 1992 LA riots. Blindly carrying out dodgy frame-jobs, cold-blooded shootings and illegal assignments, it soon becomes clear Perry's new rookie partner can't keep up with the pace, and the pair's behaviour starts to attract unwanted attention from the Deputy Chief (Ving Rhames), a man determined to clean up the system from within. With the cops turning on each other and LA at boiling point, the heat really gets turned up in this tough-minded, violent movie that far surpasses its predecessors.
